Rules & Regulations
The game official has the authority to remove players from the game and/or end the game if necessary to ensure safety for themselves and athletes if they observe player misconduct.

Game Day Procedures
- Teams are able to warm up behind the fields. Teams do not receive any warm-up time on the fields.
- It is the responsibility of the home team to switch jerseys in the event that both teams wear the same colors. Brookfield Sports Complex may not be able to supply any shirts or pinnies to teams.
- At the end of the game, it is the responsibility of the teams to score check with the referee and to make sure the correct winning team is recorded.
- Coaches may coach at a reasonable level from the bench, NOT scream and yell at the players. It is paramount that decorum be maintained by coaches at all times.
- Clear the field area as quickly as possible and clean up all trash.
- Only players and up to 2 coaches/managers are permitted on the bench and field. No spectators, parents and other children allowed on the field.
- Players may wear molded cleats, turf shoes, or flats. No metal cleats or screw-ins are allowed.
- Players MUST wear shin guards at all times during league play, regardless of age.
- The wearing of jewelry during a game is at the discretion of the referee.
- There is limited first aid available at the concession stand.
Additional Player – If a team is behind by five goals or more, that team has the option to add ONE additional player. Regardless of how many goals a team is behind, no more than one additional player may be added. (e.g. if the score is 2-12, the losing team may not have two additional players).
Forfeiture – If a game is forfeited, the opposing team will receive a 5-0 victory recorded.
Sliding – There is no sliding allowed for any reason. If a player slides a free kick will be given at the spot in which the infraction occurred.
Substitutions – Substitutions may occur on the fly provided the player leaving the field and the player entering the field do not participate in play or seek to gain an advantage while both players are simultaneously on the field.
Injuries – The clock is a running clock and will not stop for an injury.
In cases in which the coach, manager, or trainer must enter the field of play to attend to a player the player being attended to must leave the field. The injured player becomes eligible after the restart of the game.
Under no circumstances can a player be allowed to continue to play while he/she has an open wound and blood is evident.
Start/Restarts of Play – Games are divided into four 12-minute quarters.
The visiting team has possession in the first period and home in the second. Teams switch sides after each period.
A goal is scored when the entire ball passes completely over the goal line, provided the attacking team has not committed any infractions.
The ball is out of bounds when the ball crosses the out-of-bounds line or goes over the board that is blocking the goal. The ball will be restarted with a kick-in from where it went out of bounds.
If the ball is stuck behind the goal, the defensive team will be awarded a goal kick, regardless of who kicks the ball behind the goal.
There is no off sides.
In keeping with the spirit of the game, defenders should move up and down the field with the flow of play. While great latitude is awarded to coaches in exercising this, the intent is to keep teams from “parking” a player(s) in their own defensive end, regardless of ball location, to act as a goalkeeper or sweeper.
Penalties – Any player who attempts to and/or kicks, trips, strikes, elbows, jumps at, pushes, holds, charges, obstructs, or performs an intentional hand-ball shall be penalized by awarding a free kick to the opposing team.
U6 – U8 Penalty kicks will be taken 5 yards in front of the goal kick line with no human wall blocking.
Any fouls committed by the defending team in its penalty area shall result in a penalty kick and the possible issuing of a card.
If a handball or foul occurs that stops the ball from scoring/entering the net; a penalty kick is awarded. A Penalty kick is placed 5 yards in front of the goal kick line, with no defenders/player between ball and goal.
Unsportsmanlike Conduct Penalties – Unsportsmanlike conduct penalties may be assessed at the discretion of the referee. These penalties shall be administered by the issuing of a blue, yellow or red card resulting in a power play for the opposing team. A coach, manager, or player that is not on the field can receive an unsportsmanlike conduct penalty for abusive language or any other conduct that the referee deems to be offensive and or abusive.
Time Penalties – Time penalties may be assessed for incidents of boarding, elbowing, striking, spitting, and other offenses deemed serve, tactical, or blatant in nature. These two or five minute penalties will be administered by the showing of a red or blue (yellow) card. A power play will be awarded to the offended team.
Red Card: A player that receives a red card is suspended for the remainder of the game along with the next game. Team of the offender will play a person down for 5 minutes. Referees will log the red card onto the roster in the player’s row. The offending player will be notified via e-mail when they can play again.
Blue Card / Yellow Card: The offending player will serve a 2-minute penalty. The team must play down a player during this time. The carded player returns when 2 minutes is up or if the opposing team scores. Referees will log the Blue/Yellow card onto the roster in the players row.
***2 Yellow cards equal a Red card.
*If additional cards are issued to a team that is already serving a penalty, both penalties will be served simultaneously. If the opposing team scores, the player penalized first may return (Blue/Yellow card only).
All fouls result in a free kick. All kicks including the kick-off are indirect kicks. On Field 2, Kick-ins are indirect kicks.
The player taking the free kick cannot touch the ball until another player has touched the ball. If the player taking the free kick touches the ball prior to another player touching the ball, a free kick will be awarded to the other team at the place where the ball was touched. The wall does not count; a human player must touch the ball.
Playoff Schedule Breakdown
If teams are tied, tie breakers will be determined by points, head to head and least goals allowed.
At any point in season, teams may only win by a maximum of 10 goals. More than 10 goal difference in score will not be recorded.

Sliding/Ground Play – There is no slide tackling permitted for any reason. If a player slides or plays the ball from on the ground, withing the vicinity of an opponent, a free kick will be given at the spot in which the infraction occurred.
If there is no other player within the vicinity (approx. 5 yards from another player) —
The goalkeeper may slide in their own penalty area.
A player can play the ball from on the ground/slide.
NOTE: There is no slide tackling. Only a slide to stop the ball when no other player is nearby is permitted.
Substitutions – Substitutions may occur on the fly provided the player leaving the field and the player entering the field do not participate in active play or seek to gain an advantage while both players are simultaneously on the field. Any teammate can change places with the goalkeeper at any time with the permission of the referee. The goalkeeper MUST wear a jersey that distinguishes him/her from the rest of the team and be a different color than the opponent’s jerseys.
3-Line Rule- At no time can any player kick the ball through the air untouched over 3 lines. Bouncing off the wall and glass is considered untouched. EXCEPTION: There is no 3-line rule on field 2.
Offsides- There is no offsides.
Additional Player- If a team is behind by five goals or more, that team has the option to add ONE additional player. Regardless of how many goals a team is behind, no more than one additional player may be added. (e.g. if the score is 2-12, the losing team may not have two additional players).
Forfeiture – If a game is forfeited, the opposing team will receive a 5-0 victory recorded.

Penalty Kicks will be taken at the top of the arch with NO human wall blocking. On Field 2, the penalty kick will be taken at the center of the penalty area line that is parallel to the goal line.
Free Kicks/Indirect Kicks – Any foul that occurs on the field results in an indirect kick. Only penalty kicks/fouls inside the box result in a direct kick. On all indirect kicks, the ball must make one full rotation before another player may touch or shoot the ball. A player cannot simply tap the ball to have it be live.
All fouls result in a free kick. All kicks (except penalty kicks) including the kick-off are indirect kicks. On Field 2, Kick-ins are indirect kicks.
Unsportsmanlike Conduct Penalties- Unsportsmanlike conduct penalties may be assessed at the discretion of the referee. The carded player returns when 2 minutes is up or if the opposing team scores. Referees will log the Blue/Yellow card onto the roster in the players row.
***2 Yellow cards equal a Red card.
*If additional cards are issued to a team that is already serving a penalty, both penalties will be served simultaneously. If the opposing team scores, the player penalized first my return (Blue card only).
Goalkeeper Restrictions-Goalkeepers U9–U10 can punt the ball, but not over three lines. Ages U11–Adult cannot punt or drop kick the ball. The ball must be on the ground (not bouncing) or thrown by the goalkeeper when there is a goalkeeper restart.
If the goalkeeper fails to distribute the ball to another player within 5 seconds of having received the ball in hand, this results in a direct kick from the top of the arc. If the goalkeeper picks up a deliberate pass from a teammate, this will result in a direct kick from the top of the arc.
When the ball is last touched by the offensive player and hits the back net it is whistled dead as a “DEAD BALL”. The ball remains dead until the goalkeeper touches it with their hands. The restart is a “Keeper Distribution”(goal kick).
All “Keeper Distributions”(goal kicks) MUST START FROM THE GOALKEEPER’S HANDS. Once the goalkeeper releases the ball, it is a free live ball. This rule is the same for Field 2 keeping in mind that the imaginary plane above THE GOAL LINE to the ceiling is the end of the field, NOT the wall or netting behind the goal.
When a two-minute penalty is assessed against the goalkeeper, it will be served by a teammate. If the goalkeeper is red carded then he/she must leave the remainder of the game and is suspended for the next game.
Injuries- The clock will NOT stop for an injury. In cases in which a coach, manager, or trainer must enter the field of play to attend to a player, the player being attended to must leave the field. The injured player becomes eligible after the restart of the game. An injured goalkeeper may remain on the playing field if a trainer, manager, or coach enters the field. If called upon to enter the field again, the goalkeeper must leave and is not eligible to play until play is restarted.
Under no circumstances can a player be allowed to continue to play while he/she has an open wound and blood is evident.
Start/Restarts of Play- A minimum of 4 players (3 field players and a goalkeeper) are required to start a game.
Kick-off is by the visiting team in the first half, the home team in the second half. The kickoff is an indirect free kick.

On Fields 1 & 3: The ball is out of bounds when the ball hits the net above the wall or when it hits the ceiling. The ball will be placed where it was kicked out of bounds from. Opposing team will have a free kick from where the ball was last played. EXCEPTION on FIELD 2: The opposing team will have a kick-in at the spot where the ball crossed over the touch line. Kick-ins are indirect kicks. You cannot score on a kick-in.
On Fields 1 & 3: If the ball was last played or touched by a player standing in their team’s own penalty area the ball will be played on top of the arc. No corner Kicks. EXCEPTION on FIELD 2: Corner kicks will be taken at the corners just like outdoor soccer.
If the ball touches the superstructure ceiling, then the Opposing team will have a free kick from where the ball was last played.
For all direct kicks, 5 Yards (5 steps) will be granted if asked for by the player kicking the free kick. A coach cannot ask for the distance and it is NOT automatically given. Failure to maintain distance after it has been granted will result in the issuance of a yellow card. Delay of game attempts will result in the issuance of a yellow card — this includes standing within 2 yards in front of the kicker and or sticking a foot out in front of the ball to block it while being within 2 yards of the kicker in any direction.
All free kicks must be kicked within 5 seconds of notice, signal or whistle from the referee. Violations are a free kick awarded to the opponent at the same spot.
Coed Leagues- In adult and high school coed leagues there is a minimum of two females required to be present on the field at all times. In the case a team has only two females and one of the females is penalized, a male player on the field must serve the penalty. A team can play with only one female but will play 5 v 4 for the game. If there are no females present, the team will result in a forfeit.
For all leagues, there must be someone that is 21 years of age or older on the bench in order for the game to be played. If there is not someone over the age of 21, then that team will have to forfeit.
Ties – ALL games (Except Championships) DO NOT play tie breakers. Games will end as a tie.

Only for Championship Games!
If a first-place versus a second-place playoff game is tie at the end of regulation, the following tie breaker will go into effect:
- The players that are on the field at the end of regulation are the only players eligible to play in overtime.
- The game will be broken down into one-minute periods.
- The ball will start with the team that had kickoff in the 1st half and switch after each period.
- There are no substitutions allowed. If a player is injured during a period, his/her team will play short for the remainder of the period. If the game is 2v2 (1 field player & 1 goalkeeper), then the team with the injured played forfeits due to being unable to field a team.
- If overtime goes down to 2v2 (1 field player & 1 goalkeeper), players can only score within the attacking final third.
- Goalkeepers can be changed after each period among the players that are on the field.
- If a penalty is called for a breakaway foul that denies a goal scoring opportunity, the offending player is ejected for the remainder of the game. If the foul occurs when it is 2v2, the offending team forfeits the game.
- If the score remains tie after the 2v2 period, then a coin flip decides the game. Both captains will join the referee at the center circle for the flip. The visiting captain calls heads or tails
There will be no penalty kicks/shoot-outs.
Brookfield Sports Complex Facility Rules
- Respect for Officials: All guests and participants are expected to show respect for referees and officials. Their decisions are final, and any concerns should be addressed respectfully; please remember that officials are doing their best job, just as players/coaches are, and may make a mistake from time to time. Officials are Failure to follow this conduct may result in removal from the premises or suspension from future sessions.
- Coaching Conduct: Coaches are encouraged to provide guidance to their teams from the bench in a respectful and controlled manner. Loud/aggressive behavior toward players, the referee, or other team, is prohibited. Failure to follow this conduct may result in removal from the premises or suspension from future sessions.
- Prohibition of Vandalism and Property Damage: Vandalism or intentional destruction of property will not be tolerated. Any damage to the facility or equipment may result in financial penalties, suspension, or legal action.
- Appropriate Footwear: Only molded cleats, turf shoes, or athletic flats are permitted. Metal cleats and screw-in cleats are strictly prohibited.
- Restricted Access Areas: Access to the Large Training Room is restricted to authorized personnel only. The room is available to rent through the proper channels.
- Trash Disposal: Please dispose of all trash in the appropriate bins located throughout the facility to help maintain a clean environment. This also makes it easier for employees to clean off tables and keep the upstairs tidy throughout the day.
- Facility Use and Reservations: Brookfield Sports Complex is a private facility. Field time must be reserved in advance for all rentals or league activities.
- Seating Guidelines: Upstairs chairs are to remain upstairs. If you wish to sit downstairs to view a game, please bring a personal portable chair/lawn chair.
- Health and Safety: Players with an open wound and visible blood must exit the field and may not return to play until the wound is properly covered.
- Parking Rules: Parking on Lisbon Rd. is prohibited. Additional parking is available at Voigt Soccer Park, located down the hill behind the complex.
- Prohibited Items and Activities: Chewing gum is not allowed on the turf. Spitting is strictly prohibited anywhere inside the building, including on the turf and rubber flooring. Outside alcohol is not permitted on the premises.
Brookfield Sports Complex reserves the right to expel anyone found in violation of these rules.
Respect the Referees!
League # of Players Game Duration
7v7 6 field players and a goalkeeper 2×25 minute halves
A game may not start if either team consists of fewer than 5 players for 7v7 game.
Halftime will be 5 minutes.
Teams have a 10-minute grace period in which the clock will start to have enough players to start the game.
League Scheduling/Standings/Scoring
After registration deadline, schedules will be posted on the website 2-3 days before teams’ first scheduled game. The team contact will receive an email when schedules are posted. Schedules are subject to change.
In the event of a rain-out, teams will be contacted by email and/or phone call. Brookfield Sports Complex will try to reschedule the game on a different day of play if capable. Games may be moved to the indoor facility. If so, teams will play by indoor rules with the same timed halves as outdoor.
Brookfield Sports Complex is not responsible for games that are forfeited.
Brookfield Sports Complex reserves the right to set-up leagues, divisions, and playoffs as management sees fit.
During league play, teams will earn points as follows: 3 points for a win, 1 point for a tie, and 0 points for a loss.
Accumulated points will determine a round robin league champion.
In the event two teams are tied, the following tiebreakers will go into effect:
- Head-to-head competition
- Fewest goals against
- Most goals scored
- Goal differential (goals scored minus goals allowed: max 5 goals per game)
- Most shutouts
If a 1st place versus a 2nd place playoff game is tied at the end of regulation, there will be two, 5-minute overtime periods. No golden goal. If the game is still tied after overtime, there will be a shootout.
If a game is forfeited, the opposing team will receive a 5-0 victory recorded.

Referee concerns/complaints/compliments
Referees that are appointed to officiate over each game have total authority and all decisions that are made in connection to that game are final. Referees are independent subcontractors and are not employees of Brookfield Sports Complex. Brookfield Sports Complex management will oversee the referee staff through periodic checks, written exams, and constructive criticism. If you have a major concern about a referee or a game in progress, please bring it to management’s attention right away to ensure that the issue is resolved.
RULES
Brookfield Sports Complex will follow the FIFA laws of the game except for the following rules:
- Kick-ins shall be used instead of throw-ins.
- Yellow Card- A 2 minute penalty served by the offending player, but the team can replace the carded player with another player. There is NO POWER PLAY on a yellow card.
- Red Card – A 5 minute penalty and power play. The player who committed the foul must sit out for the remainder of the game.
- Substitutions are on the fly.
- There is no offsides.
- U11 and up there is no punting permitted or drop kicks.
- You can score on a kickoff.
Slide-tackling
Slide tackling at any time during a coed game is considered a foul. The complex defines a slide tackle as sliding on the ground, toward a player in order to dispossess him/her of the ball. The offending player will be penalized whether the tackle is clean or not.
Exception #1. Goalkeeper sliding while in the goal box. – however, if the referee deems the goalkeeper slide to be dangerous the goalkeeper will be penalized accordingly
Exception #2: A player sliding to save the ball while no one is around.
Coed Leagues
In adult and high school leagues there is a minimum of 2 females required to be present on the field at all times. In the case a team has only two females and one of the females is penalized, a male player on the field must serve the penalty.
A team can play with only two females but will play a man down per missing female for the games (e.g. 7v6)
There must be two females present to start the game. If there are no females present, the team will result in a forfeit (0-5).
GENERAL FACILITY RULES
Outdoor facility rules set forth by the Village of Menomonee Falls –
Alcohol and illegal substances are prohibited.
At no time shall any person (player, fan, or employee) park along Weyer, Lisbon or River Roads.
No right hand turns out of the complex onto Weyer Rd.
At no time shall any person not currently living at the house located within the facility, park their vehicle within the driveway or around the pole barn.
Facility shall be closed and locked by 9:30pm each night. Facility can open no earlier than 7:30AM on any given day. No games or loitering after 9pm.
The usage of any speaker system is prohibited on site.
No glass bottles or other items likely to cause injury.
No dogs allowed.
No grilling or open fires.
Keep the facility clean and free of trash. Littering is prohibited.
Brookfield Sports Complex reserves the right to expel anyone found in violation of these rules.
